OPINION: Apparently Louisiana's Environment Depends on Which Billionaire Is Asking

Louisiana spent more than a decade fighting over damage to coastal wetlands. Now SpaceX plans the largest rocket-launch complex on Earth on former ExxonMobil property at the center of that fight. If environmental principles matter, they should survive a change in billionaire.

Louisiana spent more than a decade fighting oil companies over damage to its coastal wetlands. Then, almost immediately after settling with ExxonMobil, 125,000 acres of that same coastal property became the future home of the largest rocket-launch complex on Earth. If your environmental principles change because the second project has a cooler billionaire attached to it, they probably weren't principles.

There is a new species of Louisiana political enthusiast emerging around the SpaceX announcement.

They are deeply concerned about industrial development when the company involved is Meta.

They worry about electricity generation. Water consumption. Natural gas. Wetlands. Corporate tax incentives. Government secrecy. Environmental damage. Whether the promised jobs will actually materialize.

Those are legitimate questions.

Then Elon Musk announces he wants to build the largest rocket-launch facility on Earth in coastal Vermilion Parish and suddenly the analysis becomes:

But think about the jobs.

That is a strange place for environmental concern to disappear.

Because the story of the land underneath Starbase Louisiana makes the contradiction almost impossible to ignore.

First, let's talk about what this land actually is

SpaceX announced on August 25 that it intends to invest $100 billion in a massive launch facility near Pecan Island in Vermilion Parish.

Louisiana Economic Development says the project will create 3,000 direct jobs over the next decade with an average annual salary of $92,600, plus an estimated 8,100 indirect jobs. The campus is expected to eventually support thousands of Starship launches annually.

That is enormous.

So is the property.

SpaceX's attorneys confirmed the company acquired approximately 130,000 acres in Vermilion Parish for the project. News reports and state materials generally describe the Starbase site as approximately 125,000 acres.

And it wasn't some random tract of vacant industrial land waiting beside Interstate 10.

It was ExxonMobil land.

Coastal marshland.

The same general property that became entangled in Louisiana's years-long fight with Exxon over alleged coastal damage.

Louisiana's coastal lawsuits against oil and gas companies began in 2013. The state and coastal parishes accused companies of violating Louisiana's coastal-management laws through decades of drilling, canal construction and other activity that allegedly damaged wetlands and accelerated land loss. ExxonMobil was among the companies targeted.

After more than a decade of litigation, Louisiana and ExxonMobil finalized a settlement on June 23, 2026. The terms are sealed.

Then came August.

A federal judge dismissed the Vermilion Parish coastal case against Exxon as part of that settlement.

A week later, Louisiana stood on a stage with SpaceX and announced the largest capital investment in state history.

The land involved?

Former Exxon property.

The property Louisiana had just obtained through the settlement.

The property SpaceX then acquired for Starbase Louisiana.

You don't have to oppose SpaceX to recognize how extraordinary that sequence is.

Louisiana didn't suddenly discover this coast was expendable

For years, Louisiana's argument against oil companies has essentially been that industrial activity damaged coastal wetlands and that somebody ought to pay to restore them.

That isn't fringe environmentalism.

Louisiana loses land.

Our wetlands are part habitat, part fisheries nursery, part cultural inheritance and part hurricane protection system.

That is precisely why Louisiana has spent enormous amounts of money and political capital trying to restore them.

It is why coastal lawsuits exist in the first place.

Yet now Louisiana is celebrating an industrial complex on approximately 125,000 acres of coastal Vermilion Parish marshland that ultimately envisions more than a dozen launch towers and potentially 30 Starship flights per day.

SpaceX says much of the property will remain untouched.

Company President Gwynne Shotwell has also promised that SpaceX will work with Louisiana on shoreline protection, marsh creation and wildlife conservation. She said the company intends to preserve large portions of the property as wetlands.

Good.

Hold them to it.

But notice what just happened.

We went from:

Industrial activity damaged these wetlands and must be held accountable

to:

Industrial activity can coexist with these wetlands because this project is economically transformative.

Maybe it can.

But that principle has to be available to everybody.

Which brings us to Meta

Louisiana's Hyperion data center has become an easy punching bag.

And again, there are legitimate questions surrounding it.

Hyperion is being developed in Richland Parish, where Meta has announced more than $50 billion in investment and plans to build its largest AI-computing campus.

Its electricity requirements are staggering. Entergy plans substantial new generation capacity, including natural-gas plants. Environmental and consumer groups have questioned the project's water consumption, power-generation requirements, ratepayer exposure and the secrecy surrounding portions of the deal.

Those questions deserve answers.

But here's where the intellectual consistency test begins.

Meta also says the expanded project will support roughly 7,500 workers at peak construction and approximately 1,000 jobs once operational. Louisiana businesses have already received more than $1.6 billion in contracts associated with it. Meta says it is funding infrastructure improvements and that its Entergy agreement should ultimately save Louisiana ratepayers money.

You are perfectly free to challenge those claims.

In fact, you should.

But if "jobs and economic development don't excuse environmental impact" is the standard for Meta, then congratulations:

You have just created the standard by which SpaceX should also be judged.

You don't get to abandon it because rockets are cooler than server racks.

Louisiana already changed the rules for aerospace

There is another part of this story worth considerably more attention.

Before SpaceX officially announced Starbase Louisiana, the Louisiana Legislature spent its 2026 session building a legal environment remarkably friendly to enormous aerospace developments.

Lawmakers approved a sales-tax rebate for qualifying aerospace projects meeting major investment and employment thresholds. They created a public-records exemption covering aerospace facilities and activities.

They went further.

Act 874 limits liability for qualifying aerospace entities owning at least 20,000 contiguous acres.

The law specifically provides protection from claims involving things including:

noise, sonic booms, overflight, vibration, light, heat, exhaust, smoke, odor, visual intrusion and temporary access restrictions arising from aerospace flight activity.

Another new law establishes a mechanism intended to allow claims involving aerospace flight activities to be resolved before expensive discovery and litigation impose substantial costs on aerospace companies and the public entities facilitating them.

Read that again and then think about the chronology.

Louisiana spent years litigating with industry over alleged environmental consequences from industrial operations.

Louisiana settled with Exxon.

Louisiana gained access to an enormous coastal tract.

Louisiana created tax incentives, public-records protections and significant liability protections for enormous aerospace operators.

SpaceX acquired the former Exxon property.

Louisiana announced the largest economic-development project in state history.

None of that proves something sinister happened.

It does mean Louisianans should be paying attention.

And here's the part where some people will misunderstand the argument

This is not an argument that Louisiana should reject SpaceX.

Quite the opposite.

Three thousand direct jobs averaging more than $92,000 per year would matter tremendously.

An aerospace industry in Acadiana could create opportunities that Louisiana has spent generations watching leave for Texas, Florida, Alabama and elsewhere.

A $100 billion private investment deserves serious consideration.

If SpaceX can build here while restoring marsh, protecting surrounding habitat, creating high-paying employment and helping stabilize a disappearing coastline, Louisiana should absolutely explore that opportunity.

But I can believe all of that without joining a personality cult.

Elon Musk does not receive an exemption from scrutiny because rockets are impressive.

Mark Zuckerberg does not become an environmental supervillain because data centers are less exciting.

Exxon does not become uniquely evil because its industrial footprint involved oil instead of aerospace.

Environmental impact is environmental impact.

Economic benefit is economic benefit.

Corporate promises are corporate promises.

The standard should survive the logo change.

Pick a principle

Maybe your position is that Louisiana desperately needs transformational investment and some environmental impact is an acceptable tradeoff if it is properly mitigated.

Fine.

That is a defensible position.

Maybe your position is that certain ecosystems are too important to risk regardless of how much money is offered.

Also defensible.

Maybe you believe each project should be evaluated independently according to its actual footprint, mitigation plans, public benefits and long-term risks.

Probably the most reasonable position of all.

But this:

Meta is destroying Louisiana for profit.

followed immediately by:

SpaceX is going to be incredible for Louisiana's economy.

—without applying the environmental scrutiny from the first statement to the second—isn't an environmental position.

It's fandom.

And Louisiana has enough at stake here that we cannot afford to govern, vote or form opinions based on which billionaire's merchandise we would rather wear.

The most interesting thing about Starbase Louisiana isn't that Elon Musk is coming to Vermilion Parish.

It's what Louisiana did immediately before he arrived.

For more than a decade, this state fought industry over what happened to its coast.

Now one of the largest industrial developments Louisiana has ever contemplated is headed directly into that coast.

On the same land.
